The authors substantiate the need to introduce a mechanism of social partnership of population, enterprises and local authorities in monotowns. To assess effectiveness and efficiency of the mechanism two sets of criteria are offered, considering both the impact of a monotown on an enterprise and the enterprise’s impact on a monotown.
