Modernization of the budgetary process on the basis of principles of public administration of social and economic development of public-legal education: 2004–2018

Is proved that a basic condition of new state management is modernization of the budgetary process when ensuring its transparency designed to increase accountability of the persons responsible for development and execution of the budgetary decisions that predetermines need of application at realization of the budgetary process of such principles of public management of social and economic development of the public educations (PE) as legitimacy, transparency of the public and municipal finances, active attraction to the budgetary process of civil society, including population, etc. The first stage of modernization of the budgetary process – transition from model of management of the budgetary resources (costs) of management of results is analyzed, proclaimed in the Concept of reforming of the budgetary process in the Russian Federation in 2004-2006. Prerequisites of development and adoption of two concepts of reforming of the interbudgetary relations – Concepts of increase in efficiency of the interbudgetary relations and quality of management of the public and municipal finances in the Russian Federation in 2006–2008 and the Concept of the interbudgetary relations and the organization of the budgetary process in territorial subjects of the Russian Federation and municipal units till 2013 in which the ideology of openness of the budgetary process has gained development are considered. Special attention is paid to monitoring of quality of management of regional (municipal) finance and assessment of his results, tasks and actions of the Program of the Government of the Russian Federation for increase in the efficiency of the budgetary expenses until 2012 having essential value for increase in efficiency of activities of administrations of PE for performance of the state (municipal) functions and to ensuring needs of citizens and societies in the public (municipal) services (within the realized budgetary process), to increase in their availability and quality, the budgetary rules introduced in 2013 and the updated their model, transition to which realization is begun in 2017. Contents and results of implementation of the Program of increase in management efficiency public (state and municipal) by finance until 2018 and the State program «Management of public finances and regulation of the financial markets» are subjected to the analysis. The Main directions of the budgetary policy for 2017 and planning period of 2018 and 2019 are considered, and the essential attention is paid to key structural measures of the budgetary consolidation, development of The Budget for Citizens project and also to application of partisipatory and initiative budgeting, the priority directions of expenditure of budgetary funds based on direct participation of the population in definition. Valid conclusion that, despite positive tendencies in expansion of practice of interaction of the power and society, interest of the population in participation in the budgetary process remains low that predetermines need of carrying out with the population of large-scale explanatory work about expediency, advantages and efficiency of public participation in the budgetary process.
