The ideology of openness of activity of state and municipal government realized in the conditions of its constructive interaction with the public in the context of process of modernization of the sector of public administration which basis the basic principles of concepts of new state management (New Public Manag-ement) and productive management (Good Governance) is opened. Advantages of participation of the society in the public and municipal administration are marked out. The attention is focused on principled stands of new methodical recommendations about formation and submission of Budgets for citizens at the subfederal level (with use of results of assessment of level of openness of the budgetary data in territorial subjects of the Russian Federation) and also on application of new methodical approach to monitoring of regional civil budgets in 2016. Results of monitoring on 81 territorial subjects of the federation are generalized. The Report on the best practice of development of the Budget for citizens in territorial subjects of the Russian Federation and municipal units (Report-2016) is subjected to the analysis and the conclusion is drawn that according to contents the above-mentioned Report gets a format of the Report on results and the main activities of public authorities (local government) in the sphere of openness of public finance. Special attention is paid to new projects: to initiative budgeting and its modifications, crowdsourcing project, to the budgetary quest, etc.
