Problems of functioning of the first banks of the Russian Empire created at the time of government of empresses Elizabeth Petrovna and Catherine the Great are considered. Special attention is paid to the regulatives used at that time in the field of monetary circulation and banking. Operating conditions of the state and city (public) banks operating in the Russian state practically until the end of the 50th of the 19th century are analyzed; activity of the bank commissions created by the sovereign-liberator Alexander II for synthesis of achievements of foreign banking practice and development of recom- mendations for liquidation of «old» credit institutions and the organization of new system of banks; conditions of creation of National bank and formation of a banking system of the Russian Empire. Problems of development of joint-stock banks, institutions of the small credit and other credit institutes during Alexander II, Alexander III and Nikolay II’s reign reveal. The attention is focused on the reasons of development of bank regulatives of the end of the 19th century and practice of its use
