Debatable questions of the project of Strategy of innovative development of the Novosibirsk region until 2030 posted (for discussion) on the website of the Ministry of Education, science and innovative policy of the Novosibirsk region, including questions of conceptual and strategic documents which have to be the basis for Strategy are considered; about contents, essence of Strategy and its structural elements; about innovations, innovative policy of the Novosibirsk region and about functioning of a regional innovative ecosystem. Special attention is paid to justification of need of development of the specified Strategy taking into account the modern innovative ideology which is based on ecosystem approach and application of the concept of open innovations thanks to which the regional innovative ecosystem is represented as new organizational integrity and the modern way of production of innovations realized within the dynamic and adaptive mechanism creating, consuming and transforming knowledge to innovative products when using by participants of system of the general innovative infrastructure and the general rules focused on receiving mutual benefits by participants of system. For effective functioning of a regional innovative ecosystem ten principles which respect will contribute to the development of the horizontally network environment of communications between participants of system whose interactive integration interaction creates conditions for diffusion of streams of know-ledge, transformations of these streams to innovations and further distribution of innovations for ensuring sustained economic growth of the region and improvement of quality of life of his citizens are offered to application.
