Forming of national innovative system: domestic and foreign experience

In the 21st century the world economy is based on a new paradigm of development which relies on innovative sources of growth. Key characteristics of new economy are the considerable share of the knowledge-intensive products in GDP, intellectualization of resources and its effective use, innovative breaks, availability of high-technology sectors, the developed market of intellectual property items and innovative products, national innovative system and innovative infrastructure. Origin of theoretical fundamentals of new economy is shown in article, the basic methodological principles of creation of the economy based on knowledge are stated. On the example of the USA and China which experience can be interesting to Russia creation of productively functioning national innovative systems is considered.
