Personnel problem and transition to the effective contract in sector of the state research organizations

Dynamics of personnel structure of the Russian research organizations relating to a public sector is considered. The role of competent employees of sector of basic researches in implementation of the innovative strategy of development for the country is emphasized. Within execution of the Program of step-by-step enhancement of a wages system in the public (municipal) institutions for 2012–2018 process of implementation in employment relationships of the effective contract in relation to the organizations which are in department of the Federal Agency for Scientific Organizations is analyzed. Experience of use of wages systems by results in a number of the countries is briefly summed up.
